Standing Rules

Standing Rules are those rules that relate to the details of the administration of The Woodworkers Club of Houston, Texas, Inc., hereinafter referred to as the Club, and are not part of any parliamentary procedures. The Club’s Executive Board has adopted the following Standing Rules effective August13, 2011 and hereby rescinds the Standing Rules that were adopted in April, 2007.
1.0 Development.
The
Executive Board shall develop and approve Standing Rules of the Club as
required. Club approval shall be sought when such approval is required by the
Club’s Bylaws
2.0
Membership
Applications and Information.
2.1
Prospective
members must complete a membership application. In completing this
application, a prospective member must provide his or her name, mailing
address, and primary telephone number.
2.2
The
Club may also request additional information, such as email address, specific
woodworking interests, etc. as desired.
2.3
The
Club’s Treasurer and Membership Committee shall work together to assure that
membership information is updated monthly. All member information shall be
held in accordance with the Club’s privacy policy.
3.0
Dues.
3.1
The
Executive Board has established $24.00 as the Club’s annual dues which the
Club membership approved December, 2006. This amount applies to all renewing
members, other than Lifetime Achievement members who pay no dues

Prorating
of dues may be adjusted by the Executive board to meet special circumstances.
3.3
Dues
for new members joining after January 31st shall be prorated
according to the following schedule:

4.0
Club Meetings.
4.1
The
Executive Board has established that the regular meetings of the Club shall be
held on the second Saturday of each month from 9:00 am to 11:30 am at the
Bayland Community Center, 6400 Bissonnet, Houston, TX 77074.
4.2
In
the event the Community Center is not available, the President shall select an
alternative location and notify the Club members at the meeting prior to the
use of the alternative location.
5.0
Meetings of the
Executive Board.
5.1
Meetings
of the Executive Board shall be held on the second Saturday of each month at
the Bayland Community Center, 6400 Bissonnet, Houston, TX 77074 following the
regular meeting of the Club.
5.2
In
the event the Community Center is not available, the President shall select an
alternative location and so notify the Board members at the meeting prior to
the use of the alternative location.
6.0
Committee Structure
and Activities.
The
Executive Board has determined the structure and activities for seven Club
committees and a Panel of Judges. These are:
6.1
Library
Committee. The Library Committee shall be comprised of the book and video
librarians and chaired by a member of the Executive Board. It shall:
6.1.1
Have
complete listings of the current book and video libraries and select volumes
of each at each monthly meeting of the Club.
6.1.2 Maintain and update each library’s collection to insure recent releases and current information is available to club members.
6.1.3
Maintain
records to reflect those Club members who have checked out books and/or videos
and those Club members who have books and/or videos yet to be returned
6.1.4
Collect
fines on overdue videos and/or books., forward these funds to the treasurer at
the conclusion of each Club meeting, and assure that the member receives a
receipt
6.1.5
Perform
other duties as directed by the Executive Board.
6.2
Refreshments
committee. The Refreshment Committee shall:
6.2.1
Have
sufficient refreshments available at each monthly meeting of the Club and
other meetings as directed by the Executive Board.
6.2.2
Submit
requests for funds to the Treasurer in time to insure that adequate
refreshment supplies are on hand.
6.2.3
Perform
other duties as directed by the Executive Board.
6.3
Publications
Committee. The Clubs official publication is its newsletter. The Club also
publishes a membership book, maintains a website, and occasionally publishes
flyers, posters, and produces multimedia presentations. The Publications
Committee is comprised of the Webmaster, and the Publications Director. The
Publications Committee may utilize the services of a contract newsletter
editor. The contract newsletter editor, if any, shall also be consulted on and
informed of all actions affecting their responsibility. The Publications
committee shall:
6.3.1
Be
responsible for publishing the newsletter, maintaining and updating the
website, publishing the membership book, and publishing other information for
or about the club.
6.3.2
Make
recommendations to the Executive Board for website, newsletter and membership
book, and all other Club publications content and emphasis.
6.3.3
Perform
other duties as directed by the Executive Board.
6.4
Membership
Committee. The Membership Committee shall:
6.4.1
Produce
and have available at each regular Club meeting a name badge for each Club
member.
6.4.2
Have
designated Club members act as greeters to welcome guests to each regular Club
meeting
6.4.3
Provide
each guest with information about the club.
6.4.4
Perform
other duties as directed by the Executive Committee.
6.5
Nominating
Committee.
The
Nominating Committee shall be formed and function as described in the Club’s
Bylaws.
6.6
Raffle
Committee. The Raffle Committee shall:
6.6.1
Be
responsible for operating and maintaining the silent auction and raffle...
6.6.2
Submit
requests for funds to the treasurer in time to insure the purchase of items
for the raffle and door prize(s) if any
6.6.3
Forward
all income from the raffle and silent auction to the Treasurer at the
conclusion of each Club meeting and receive a receipt.
6.6.4
Perform
other duties as directed by the Executive Board.
6.7
Technology
Committee. The Technology Committee shall:
6.7.1
Provide
the Club with the necessary electronic equipment, accessories, information,
and knowledge to assist in the presentations and demonstrations of programs
and events.
6.7.2
Advise
the Executive Board of new products, services, equipment and other
developments that could benefit the Club.
6.7.3
Maintain
all records of electronic equipment to include brand names, model numbers and
serial numbers, and provide the Treasurer with all such information.
6.7.4
Assist
and advise the Publications Committee and Club members who want to use the
Club’s electronic equipment to produce presentations and/or programs.
6.7.5
Perform
other duties as directed by the Executive Board
6.8
Woodworker
of the Year Panel of Judges.
This
panel shall normally be comprised of the three previous winners of the
Woodworker of the Year award. In the event of a repeat winner or vacancy on
the panel, the President shall appoint, with approval of the Executive board,
judge(s) as needed. The Woodworker of the Year Panel shall:
6.8.1
Nominate
candidates based upon participation in the Club’s Show and Tell programs.
6.8.2
Present
the candidates to the Club membership in the December Newsletter and at the
December meeting and solicit additional nominees from the floor.
6.8.3
At
the Club’s December meeting, post a list of all Club members nominated for
the Woodworker of the Year award and provide other information useful to Club
members either for making nominations from the floor or for voting, based on
participation in the Club’s Show and Tell Program.
6.8.4
Prepare
ballots and conduct an election at the December Club meeting. Ballots shall be
collected and counted by the Committee and the winner shall be announced at
the Club’s January meeting by the President.
7.0
Club Budget.
7.1
At
the November meeting, the Treasurer shall present a draft budget for the
succeeding year to the Executive Board for review and revision as needed.
7.2
The
Executive Board shall approve the budget for the succeeding year at its
December meeting.
8.0
Library Operations.
8.1
Only
members in good standing may check out books and videos.
8.2
A
member in good standing may check out a maximum of two books and two videos
per month.
8.3
A
member may not check out additional library materials if he has unreturned
materials.
8.4
Consecutive
checking out of the same library materials is prohibited.
8.5
A
fine of $2.00 per item with no monthly accrual thereafter shall be assessed
for overdue library materials.
8.6
A
member with overdue library materials must return all library materials before
his membership is renewed.
8.7
Each
librarian will maintain a list of members who have overdue materials and make
this list available on each calendar quarter to the Executive Board.
8.8 If the book and/or video library are not available at any meeting, members may return the materials to any Executive Board member.
8.9
Members
are to replace or pay for any lost library materials.

is maintained and updated on a monthly basis.
9.3.2
Content
is determined by members of the Publications Committee with oversight by the
Executive Board.
10.0
Advertising
Revenues
The
Treasurer shall invoice advertisers for all ads placed in the Newsletter,
collect all revenues therefrom and provide the advertisers with a receipt for
their payments.
11.0
Political
Support and Involvement.
The
Club will not involve itself in any political cause, campaign, or activity. It
will not support of oppose any candidate for any political office.
12.0
Identification
and control of Club Property.
All property owned by the Club shall be inventoried and the inventory shall be controlled and maintained by the Club Treasurer.
Record
Keeping and Archives.
12.1
Historical
Record.
The
Executive Board shall appoint a Club historian who shall create and maintain a
historical record of the Club and its activities to include past members of
its Executive Board, members who have achieved lifetime member status, all
past winners of the Woodworker of the Year and Golden Hammer award, and
significant events.
12.2
Corporate
Records
The
Club Treasurer shall establish and maintain Club corporate records to include
its articles of incorporation, its Texas tax identification number, its
employee identification number, its consent to action, and its Texas franchise
tax exemption. The treasurer shall also file the necessary annual reports to
the appropriate governmental agencies.
12.2.2
The Club Treasurer shall make available the Club’s financial report to its
members on a monthly basis.
12.3.3
Minutes. The Club Secretary shall maintain a Club minutes book which will
contain all relevant information discussed during the meetings of the
Executive Board. This minute’s book shall be made available to any Club
member who wishes to examine it
13.0
Publicity
and Recruiting.
The Executive Board shall establish and maintain an active recruitment program throughout the year to include informational packets for visitors, publish brochures, place paid advertisements, create flyers, and sponsor programs in conjunction with other organizations and participate in local area events.
